Environmental impact

Where the environmental cost of this infrastructure actually falls, layer by layer. Most public discussion collapses it into a single figure for a data centre’s electricity — the part that is easiest to measure, and far from the largest share of the total. This section is a first pass, structured so it can be filled in as better sources arrive rather than rewritten.

Two rules this section follows

Impact is attributed once, to the thing that physically causes it. Layers 7, 8 and 9 have no footprint of their own, in the same way they have no element set of their own — only an allocated share of the hardware and the facility they run on. Counting a data centre against the model, the agent and the application separately would triple the same electricity.

Every quantity needs its boundary stated. Almost every published number in this field is a different system boundary wearing the same unit. Where this report cannot state the boundary, it does not give the number.

1 · The four distinctions that decide every figure

Most disagreements about the environmental cost of AI are not disagreements about the physical world. They are two people using the same word for different boundaries.

2 · The data centre, end to end

The facility is where the impact becomes visible, which is not the same as where it is created. These are the categories a data centre is genuinely accountable for, and how well each is currently measured.

The things that would most change the picture if they were properly measured. This is the list to attack with papers and primary sources.

    What this section does not yet do

    It states no totals. A defensible figure for the environmental cost of AI infrastructure would need embodied and operational impact on one boundary, hourly carbon accounting, basin-level water context and a credible embodied figure per accelerator — and the last of those does not exist publicly at all. The structure here is built to hold those numbers when they can be sourced, and to be honest in the meantime about which are missing.

    Every claim in this section is qualitative by design. Quantitative figures will be added only with the system boundary, geography, date and source stated together, per the evidence hierarchy on the Method page. Contributions of primary sources — IEA, USGS, national grid operators, peer-reviewed lifecycle assessment and operator disclosure on a defined boundary — are what this section is waiting on.
